“The Woodland Hills Homeowners Organization has filed a lawsuit over the Village at Westfield Topanga mall, angering the local chamber of commerce, which intends to drop the homeowners group from its membership.

Resident Jeff Bornstein and the homeowners group filed a lawsuit against the city of Los Angeles and Westfield last month over the $500 million development planned for the corner of Topanga Canyon Boulevard and Victory Boulevard.

City officials approved the mixed- used project, which includes a Costco, 100 shops and restaurants, last February.

The lawsuit contends the Costco and adjoining gas station violate the Warner Center Specific Plan by encouraging car use.

Additionally, the lawsuit argues the city violated the California Environmental Quality Act by failing to consider the development’s potentially harmful impacts.”
